Privatization, liberalization and public-private partnership models are responsible for economic crisis of Punjab: Dr. Sukhpal Singh
Multani Mal Modi College, Patiala in collaboration with College Alumni Association organized the fifth lecture of the series titled ‘Privitization, Employment and Indian Economy’ under ‘Colloquium: The series of lectures’ focused on theoretical and conceptual aspects of different streams of knowledge. The lecture was delivered by Dr. Sukhpal Singh, Principal Economist and former head, Department of Economics and Sociology, Punjab Agricultural University, Ludhiana. Dr. Gurdeep Singh, Head of Punjabi department introduced the topic of the lecture. The speaker was formally introduced by Dr. Amandeep Kaur, Department of Economics.
College Principal Dr. Khushvinder Kumar welcomed the expert and said that in last three decades our economy has undergone a paradigm shift. To counter the current crisis of economy and development, the sustainable models of development and economics needs to be reconstructed and restructured.
In his lecture Dr. Sukhpal Singh discussed the impact of policies of privatization, liberation and public- private partnerships with the help of various economic reports and economic surveys. He said that still a large number of Punjabi population is dependent upon agricultural activities for their daily living and employment. He said that with the implementation of economic and developmental policies structural adjustment programmes the process of privatization has fastened. He also discussed the issues of migration, unemployment and the issues of digital governance.
A lively discussion session followed the lecture. Large numbers of students and faculty teachers participated in this event.
The vote of thanks was presented by Prof. Shailendra Sidhu, Vice Principal of the college. The stage was managed by Prof. Parminder Kaur, Commerce Department.

ਮੁਲਤਾਨੀ ਮੱਲ ਮੋਦੀ ਕਾਲਜ, ਪਟਿਆਲਾ ਵੱਲੋਂ ਕਾਲਜ ਐਲੂਮਨੀ ਐਂਸੋਸ਼ੀਏਸ਼ਨ ਦੇ ਸਗਿਯੋਗ ਨਾਲ ਗਿਆਨ ਤੇ ਬੌਧਿਕਤਾ ਦੀਆਂ ਵੱਖੋਂ-ਵੱਖ ਸਿਧਾਂਤਕ ਅਤੇ ਅਮਲੀ ਧਰਾਵਾਂ ਤੇ ਆਧਾਰਿਤ ਸ਼ੁਰੂ ਕੀਤੀ ਖਾਸ ਭਾਸ਼ਣ ਲੜ੍ਹੀ ਦੇ ਅੰਤਰਗਤ ਅੱਜ ਪੰਜਵਾਂ ਭਾਸ਼ਣ ‘ਨਿੱਜੀਕਰਣ,ਬੇਰੁਜ਼ਗਾਰੀ ਅਤੇ ਭਾਰਤੀ ਆਰਥਿਕਤਾ’ ਵਿਸ਼ੇ ਤੇ ਆਯੋਜਿਤ ਕੀਤਾ ਗਿਆ ਜਿਸ ਵਿੱਚ ਮੁੱਖ ਵਕਤਾ ਵੱਜੋਂ ਪੰਜਾਬ ਐਗਰੀਕਲਚਰ ਯੂਨੀਵਰਸਿਟੀ, ਲ਼ੁਧਿਆਣਾ ਤੋਂ ਡਾ.ਸੂਖਪਾਲ ਸਿੰਘ , ਪ੍ਰਿੰਸੀਪਲ ਇੱਕਨੌਮਿਸਟ ਅਤੇ ਸਾਬਕਾ ਮੁੱਖੀ, ਆਰਥਿਕ ਤੇ ਸਮਾਜਿਕ ਵਿਭਾਗ ਨੇ ਸ਼ਿਰਕਤ ਕੀਤੀ।ਇਸ ਮੌਕੇ ਤੇ ਡਾ.ਗੁਰਦੀਪ ਸਿੰਘ, ਮੁੱਖੀ, ਪੰਜਾਬੀ ਵਿਭਾਗ ਨੇ ਵਿਸ਼ੇ ਨਾਲ ਜਾਣ-ਪਛਾਣ ਕਰਵਾਈ।
ਕਾਲਜ ਪ੍ਰਿੰਸੀਪਲ ਡਾ.ਖੁਸ਼ਵਿੰਦਰ ਕੁਮਾਰ ਜੀ ਨੇ ਇਸ ਮੌਕੇ ਤੇ ਮੁੱਖ ਵਕਤਾ ਦਾ ਸਵਾਗਤ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ
ਪਿੱਛਲੇ ਤਿੰਨ ਦਹਾਕਿਆਂ ਦੌਰਾਨ ਭਾਰਤੀ ਆਰਥਿਕਤਾ ਵਿੱਚ ਵੱਡੇ ਪੱਧਰ ਤੇ ਤਬਦੀਲੀਆਂ ਆਈਆਂ ਹਨ ਜਿਹਨਾਂ ਨੇ ਪੰਜਾਬੀ ਆਰਥਿਕਤਾ ਅਤੇ ਵਿਕਾਸ ਨੀਤੀਆਂ ਤੇ ਵੱਡੇ ਸਵਾਲ ਖੜ੍ਹੇ ਕੀਤੇ ਹਨ।ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਹੁਣ ਆਰਥਿਕ ਤੇ ਵਿਕਾਸ ਨੀਤੀਆਂ ਦਾ ਪੁਨਰ -ਨਿਰਮਾਣ ਅਤੇ ਪੁਨਰ-ਸਿਰਜਣਾ ਕਰਨ ਦੀ ਸਖਤ ਜ਼ਰੂਰਤ ਹੈ।
ਇਸ ਮੌਕੇ ਤੇ ਡਾ.ਅਮਨਦੀਪ ਕੌਰ, ਇਕਨਾਮਿਕਸ ਵਿਭਾਗ ਨੇ ਮੁੱਖ ਵਕਤਾ ਨਾਲ ਰਸਮੀ ਜਾਣ-ਪਛਾਣ ਕਰਵਾਈ।
ਆਪਣੇ ਭਾਸ਼ਣ ਵਿੱਚ ਵਿਦਿਆਰਥੀਆਂ ਅਤੇ ਅਧਿਆਪਕਾਂ ਨੂੰ ਸੰਬੋਧਿਤ ਕਰਦਿਆਂ ਡਾ.ਸੁਖਪਾਲ ਸਿੰਘ ਨੇ ਵੱਖ-ਵੱਖ ਰਿਪੋਰਟਾਂ ਅਤੇ ਸਰਵੇਖਣਾਂ ਦੇ ਨਤੀਜਿਆਂ ਦੇ ਆਧਾਰ ਤੇ ਦੱਸਿਆ ਕਿ ਹੁਣ ਵੀ ਪੰਜਾਬੀ ਆਬਾਦੀ ਦਾ ਬਹੁਤ ਵੱਡਾ ਹਿੱਸਾ ਆਪਣੀ ਗੁਜ਼ਰ-ਬਸਰ ਲਈ ਖੇਤੀ ਅਤੇ ਸਹਾਇਕ ਧੰਦਿਆਂ ਤੇ ਨਿਰਭਰ ਹੈ।ਪਿੱਛਲੇ ਸਾਲਾਂ ਤੋਂ ਅਪਣਾਈਆਂ ਆਰਥਿਕ ਅਤੇ ਵਿਕਾਸ ਨੀਤੀਆਂ ਕਾਰਣ ਨਿੱਜੀਕਰਣ, ਉਦਾਰੀਕਰਣ ਤੇ ਪਬਲਿਕ- ਨਿੱਜੀ ਭਾਗੀਦਾਰੀ ਦੀ ਪ੍ਰੀਕ੍ਰਿਆਂ ਤੇਜ਼ ਹੋ ਚੁੱਕੀ ਹੈ ਜਿਸ ਨੇ ਪੰਜਾਬੀ ਆਰਥਿਕਤਾ ਲੀਹੋਂ ਲਾਹ ਦਿੱਤੀ ਹੈ।ਉਹਨਾਂ ਨੇ ਕਿਹਾ ਕਿ ਨਿੱਜੀ ਖੇਤਰ ਮੁਨਾਫਾ ਆਧਾਰਿਤ ਹੋਣ ਕਾਰਣ ਕਿਸੇ ਵੀ ਮੁਲਕ ਦੀਆਂ ਆਰਥਿਕ-ਸਮਾਜਿਕ ਸਮੱਸਿਆਵਾਂ ਨੂੰ ਹੱਲ ਨਹੀਂ ਕਰ ਸਕਦਾ।ਇਸ ਭਾਸ਼ਣ ਵਿੱਚ ੳੇਹਨਾਂ ਨੇ ਪਰਵਾਸ, ਬੇਰੁਜ਼ਗਾਰੀ ਅਤੇ ਡਿਜ਼ੀਟਲ ਨੀਤੀਆਂ ਬਾਰੇ ਵੀ ਚਰਚਾ ਕੀਤੀ।
ਇਸ ਭਾਸ਼ਣ ਤੋਂ ਬਾਅਦ ਇੱਕ ਵਿਚਾਰ-ਵਟਾਂਦਰਾ ਸ਼ੈਸਨ ਵੀ ਆਯੋਜਿਤ ਕੀਤਾ ਗਿਆ।ਇਸ ਮੌਕੇ ਤੇ ਧੰਨਵਾਦ ਦਾ ਮਤਾ ਪ੍ਰੋ. ਸ਼ੈਲੇਦਰਾ ਸਿੱਧੂ, ਵਾਇਸ ਪ੍ਰਿੰਸੀਪਲ ਨੇ ਪੇਸ਼ ਕੀਤਾ।
ਇਸ ਭਾਸ਼ਣ ਦੌਰਾਨ ਸਟੇਜ ਪ੍ਰਬੰਧਨ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਪ੍ਰੋ.ਪਰਮਿੰਦਰ ਕੌਰ , ਕਾਮਰਸ ਵਿਭਾਗ ਨੇ ਨਿਭਾਈ।
